Module Installation Error even after using what's mentioned in the readme

import tensorflow as tf

print("TensorFlow version:", tf.version)
It printed TensorFlow version
: 2.16.1

Now, as mentioned in the heading of readme for tensorflow==2.3.x use tensorflow_text==2.3.x
I used pip install tensorflow_text==2.16.1

The code would work fine in google collab but not in actual working directory of computer

If OS is Windows, it won't install

@theraghavjuneja Currently, pre-compiled packages for Windows are not available. You will need to compile it yourself.
