Update this solution to use helm3

Considering that we now have helm3 provider support with 1.0.0, we should consider updating this solution to remove tiller and use helm3.

Just saw #23 but I believe gitlab now support helm3 as per https://docs.gitlab.com/charts/installation/deployment.html#deploy-using-helm
