webhook triggers missing some of the configuration

I did run into an error in the web-hook trigger build-artifact step
"Dockerfile '/Dockerfile' does not exist. Please check your build configuration."
Without any changes, I reran the toolchain manual trigger and it completed.
Not sure is this was a temporary error and if it will happen again
