Add an option to hide the test locally button in TMC/NetBeans

This would support gradually moving to using the functionality provided by NetBeans. At the same time, it would make it more straightforward to facilitate courses that do not provide specific scaffolding in form of automated tests to the users.

Other options (not sure I favor any particular one): disable it, or make it pop up a message.
