data validation checks to add

when load_dips.pl runs, check for:

• measurement greater than cask capacity: abort load until corrected (usually means a cask ID is in the measurement column)
• measurement greater than previous measurement: load, but warn (usually reflects a measurement or transcription error that will have to be tracked down, preferably not last thing at night; in the meantime will seldom have a big effect on overall picture)
