The bug is in the call to MagickImageCollection.Optimize() here:

Getting rid of it causes artifacts in the generated .gifs, though. ImageMagick issue.

Okay, so the image magic maintainers are dumb and can't decipher the issue I posted.

I assume, in order to properly report the bug, we'll be needing a C++ demonstration.
