[penis]Add `[p]ppset` command to manage users' pp

Description of the change

This command will have around 3 subcommands like [p]ppset add,[p]ppset remove and [p]ppset list.
It will allow the bot owner to add users to the rigged pp list and have a long pp than the normal users.
