Create a documents shortcode to include PDFs CTA in body

Client needs to style a "ctas" grid to add to their content (currently they use a columns shortcode with basic links). See design below for PDF/brochures.
We'll use Front Matter to set the "documents" and the shortcode will display them.
First use will be on dining page following these details:

@regisphilibert I have this styled up on the PR. I kept the 4th test entry in there so we could see how things stacked to a second line.
