Proposed change
Need consistency across layout types for supporting biblios, abstracts, and header/banner images. This came up in issue #15 in Inventories and Surveys: thegetty/inventories-and-surveys#15 (comment)
Potential Impact
This doesn't seem to be a matter of Quire not working as expected (bug) but rather an improvement on the way things are currently working. Should not have a major impact on Quire's core code.
