Fix testSSLHotReload so it can be run locally

Somehow, this PR got through while hardcoding a few things that will work only on GHA runners. As a result, the tests will no longer pass locally.
This should be fixed so that the test accepts an environment variable or something, and instructions should be published to ensure that developers can run the tests locally.
