"Join The Discussion" appears completely non-functional

When I click the "Join The Discussion" link on any page (or at least on https://certificates.theodi.org/comment?back=%2Fen%2Fdatasets%2F2863%2Fcertificate&locale=en&title=This+licence+is+at+http%3A%2F%2Fwww.networkrail.co.uk%2Fdata-feeds%2Fterms-and-conditions%2F+&topic=certificates%2F15299%2FotherDataLicenceURL ), nothing obviously happens. I was expecting this to give me somewhere to write a comment. I'm using Firefox 47.0 on Ubuntu, but I found the same problem using an oldish version of Safari on Mac OS X.

I get the same on the latest versions of OSX and Safari
