Notify data publisher that certificate has been awarded.

I demonstrated open data certificates to a data publisher. They were alarmed that a certificate could be earned by anyone for their data. I explained that:
- the automated answers (from CKAN API) are no different to any other anonymous use of open data
- any level of certificate should be celebrated.
I agreed that some questions could be answered incorrectly, or not answered, by someone who wasn't the data publisher.
They were concerned that the term "self certified" may be interpreted as the publisher had earned the certificate. They asked if that term could be changed.
They also asked if they could claim ownership and adjust the answers. (This option was removed with #1035.)
I showed the capability to flag incorrect entries, gain community verification and report a problem
They asked that a message be sent to the data publisher when a certificate is awarded for their data. This would allow them to check the certificate is correct.
If they wanted to "claim ownership" of the certificate to answer more questions and potentially earn a higher level certificate, do they create another certificate for the data themselves?
