Considering the highly volatile nature of the frontend framework market, I'd say this belongs in contrib.

Feels like any choice of framework will be invalidated in a matter of months and a default core install isn't complex enough to warrant the overhead.

Regardless, I don't think I'd have much problems ripping it out and replacing it with whatever the project requires.
