[BUG] Visual Bug. Tile transparency from upper levels shows solid background color instead of the tiles below

Describe the bug
On the DM screen, the transparent tiles show the solid background color instead of the tiles below it. The players see it as it was intended.
To Reproduce
- Set a room tile at ground level (0-10)
- Set a room tile with a cutout or with transparent tiles in the artwork at the 2nd level (10-20)
- Both set Overhead, Occlusion mode: Fade (Entire Tiles)
- View the cutout from the 2nd level to see if you can see the ground level room tiles
Expected behavior
The room tiles and tokens at ground level should be seen through the cutout from the 2nd level

Thanks for the report, turns out this is not a levels bug but you found a Foundry V11 bug, congrats! I've reported it to the foundry team, you'll have to wait for the next V11 stable for this to be fixed
