No error displayed for having zero fuel while staking a guardian node

I noticed if you have zero fuel in your wallet you don't get an error message when you stake to a guardian node, and it looks like it worked but it is an invalid transaction. perhaps add an error check before performing a transaction of staking with zero fuel.
