Group social feeds by bourough

User Story
As the Product Team, I want to ensure the social feeds never have zero results. Splitting them by specific line could result in that. I feel grouping social discussion by borough is a good way for folks to relate and will ensure >0 results.
Acceptance Criteria
- Social Feeds should be split by the 5 boroughs: Manhattan, Queens, Brooklyn, Bronx, Staten Island
