Clarification of 2.4.2.1 of WCRP

2.4.2 A 3x3x3 Fewest Moves simultaneous competition cannot be part of any other
regular competition.
2.4.2.1 Time frames when both are held cannot overlap.

I believe that 2.4.2.1 is somewhat ambiguous. It could be interpreted in two ways:

  • that between the start and end time of competition A, competition B cannot have any scheduled events
  • that during the scheduled events of competition A, competition B cannot have any scheduled events

An example of where this could be an issue is a PBQ competition that has events starting before a multi-location FMC competition takes place, as well as events following the competition. This would be fine under the second example, but not allowed under the first. This has happened several times (I did it myself recently, assuming that the second definition was the correct one) and WCAT seems to have always accepted the proposed schedule the competitions, so I believe they agree with the second interpretation.

I think that clarifying that scheduled events cannot overlap, as opposed to start and end times of both of the competitions, would be ideal.

This is already referring to the competition, not the event. Although I agree it could be made more explicit. None of the points leading to 2.4.2.1 mention "events" at all - only competitions.

Although the current wording suggests that the intended interpretation is that a multi-location competition can't have a location at a venue with another competition still in progress, I believe that the reason this should be made more explicit is that it's not obvious why the WCA is not allowing multi-location competition to take place during a sufficiently long break in the other competition.

IMO it's logistically sound to want to "sandwich" a multi-location competition with another competition in order to make the combined competitions take place during the hours of a typical one-day competition. However, if organizers want to do this without violating the WCRP, they need to make two separate competitions, one before the multi-location competition and one after it. This is creates additional hassle since it requires two competition webpages and two registration pages. It also means they pay more dues despite the two competitions in essence being like one competition with a long break in the middle. It doesn't make sense to me why then WCA would want to encourage this when the policy could just be changed to allow a multi-location competition to take place during a sufficiently long break in another competition. It should either be abundantly clear that there is an important reason for this rule or the rule should not exist.
