Pre-filled field for OTS registration fee generates an error

Describe the bug
When creating a new competition, leaving OTS fee as is generates an error.

To Reproduce
Steps to reproduce the behavior:

  1. Create and fill info for a new competition
  2. Set OTS registrations so that they are accepted BUT leave OTS fee as is (0.00)
  3. Save changes
  4. See error

Expected behavior
Field should work when pre-filled with 0.00 (whatever currency is used) or left blank.

Additionnal context
0.00 actually works fine when it is entered by the delegate.
