Use lock file in mobile builds

When an RN package updates that is not compatible to the expo version the builds fail, we should be using a lock file instead.

I believe we ended up discarding this as the issue.
We started keeping up to date with expo releases and expo doctoring any packages after those releases to avoid issues with expo pipeline
