beta_p for PMM use

Right now if you want to know the beta_p for plastic strength in the PMM space you need to be smart. First you put the right stress in the stress generator. Then you submit that to input. then you go to the plastic surface builder. Then you build the raw plastic surface and you get your first estimate of beta_p.

Seems like, with some basic fiber element assumptions, could maybe calculate beta_p for any angle, as well as P_p, M11_p, M22_p for a given section and loading quickly, and not require going to the full plastic surface builder.
