Feature Request: install pandoc-citeproc-preamble

Currently, it's not installed and it is very useful when we write papers.
Update: I noticed that you had added and removed the pandoc-citeproc-preamble before.
I'm new to LaTeX but I'm following this repository to write paper, you can have a look at
