• Add a new html file "layout.html" as a boilerplate for our layout of all pages, you can implement it as a standalone html file for now that can be merged for layouting, use the existing prototype as a template.
• Add styling to "layout.html", you can do whatever you like, as long as its in line with "theme.md"
• Make the html page responsive.
