Error when build tools on CentOS

### It works very well until recently above error occurs. If I changed the ubuntu tag to which contain riscv64 arch, such as ubuntu:jammy-20221130, it works but another error occurs. I appreciate if you could help.

The issue comes up when "apt-get update" is run. This is something that's outside our control. I suspect there's either an issue with your network (aggressive corporate firewall?) that prevents some updates from being downloaded, or Ubuntu is having some hickups with their repositories.
Maybe deleting your local Docker ubuntu image helps?
In any case, I used this script this morning to build WebRTC, and while fetching the updates was very slow, it worked.
Thank you for your reply. It works well after I update the Docker (maybe Docker version is too low).
