After #103 we have unit tests for the signed extension functionality itself, but we need to add integration tests for the runtime which

  1. Ensure the correct behavior when invoking TaggedTransactionQueue::validate_transaction
  2. Ensure the correct behavior when invoking BlockBuilder::apply_extrinsic
