Describe the bug
The containers don't have a latest tag, or any tag that is moving as the image is updated
To Reproduce
[root@srv ~]# podman run --rm -it ghcr.io/tianocore/containers/fedora-35-build
Trying to pull ghcr.io/tianocore/containers/fedora-35-build:latest...
Error: initializing source docker://ghcr.io/tianocore/containers/fedora-35-build:latest: reading manifest latest in ghcr.io/tianocore/containers/fedora-35-build: manifest unknown
Expected behavior
A latest or at least some rolling tag. Ideally it could be something like fedora-build:35 and fedora-build:latest or similar, rather than separate containers for each version, but just anything not stuck in a certain point in time would be better.

latest tag now exists for fedora-35-build and fedora-35-test.
