[Bug]: author email is lists.01.org in setup.py

Describe the Bug
The TianoCore project stopped using lists.01.org several years ago, and email are likely to bounce.
Bug reports should ideally be entered into Bugzilla, but since an email address is required, devel@edk2.groups.io is a good choice.
Reproduction steps
- Open setup.py
Expected behavior
Bug reports should go to a monitored location.
