Add all filter variables to the inventory (DUMMY version)

Add all anticipated filter variables to the inventory.

Use "dummy" data initially, then replace it with valid data as the indicators are developed (track in each indicator's own issue).

The status of "dummy" data should be tracked in the data dictionary.

• Funding Eligibility (see #44 , #45 , #46 )
• Public Owner Name (see #49)
