This field should include the three groups of tax exempt status:

| 1. | Publicly-Owned | KC Assessor's Public Parcels dataset |
| 2. | Non-Profit | TAX_REASON == "non profit exemption" |
| 3. | Unknown (Tax Exempt) | TAX_REASON == "exempt" but not included either of the two previous types |

Just use OWNER_PUBLIC_LGL to track this.
The non-profit tax exemption is too inconsistent (e.g., housing authorities show up).
