Update Laravel Zero to ^8.0 and PHP to version 7.3+

Since we are targeting Laravel 8+ we should align our minimum PHP requirement with Laravels (7.3+)

Laravel Zero version 8 has been released which uses the current releases of Laravel illuminate/* and PHPUnit
