Low level characters can't exclude flying mounts in flyable areas

Low level characters can't exclude flying mounts in flyable areas. For example, level 25 Paladin in Stormwind that can't fly, can't exclude flying mounts because Stormwind is flagged as a flyable zone. The existing option is based on zone only and not the player's level.
