update docs for Tiltfile Reference API with optional flag for local() function

The function local() now has an optional flag parameter echo_off which, if set, prevents the logging of whatever that was inside of local(). (This functionality was requested in Issue #3528 (tilt-dev/tilt#3528)
The docs needs to be updated with this info (most likely after the weekly release which will incorporate this functionality)
