The PR #10 created a release action https://github.com/timberland-sig/edk2/actions/runs/4412674113?pr=10 when it shouldn't have.
Something with the filter in the yaml is insufficient here. https://github.com/timberland-sig/edk2/blob/timberland_1.0_final/.github/workflows/build.yaml#L74
