gh.actions: Need filter mechanism to exclude .github changes from deploy

Deploy step - https://github.com/timberland-sig/edk2/actions/runs/4343201403 failed because the non .github content didn't change, so the underlying hash also didn't change. We probably shouldn't run the deploy steps for /.github changes generally. This AR is to track getting rid of that.
