add contributing docs

We should add a CONTRIBUTING.md file that outlines guidelines for potential contributors to this repo. For now, it would make sense that contributors fork this repo, create a branch with their name, and create a PR for a specific issue to be reviewed by either @timkeane or @cmenedes. i can look into best practices and add the file once i've compiled an informative document.
