improve performance of link extensions plugin

What steps will reproduce the problem?
1. create a collection with the @atombeat:allow link extension enabled on
various links
2. add a few hundred members to the collection
3. try to list the collection
What is the expected output? What do you see instead?
listing collection is slow, and xquery profiling shows the time dominated by
evaluation of access control lists for the @atombeat:allow link extension
