CPP shared libraries file

In the profiles, the location of various C++ libraries are factored out into a single shared file (so that multiple C++ modules can share them). This file is currently called profiles/project.CPP.libraries.xml.
project.CPP.... - What was I thinking? I know C++ is annoying, but there is no need to shout about it. Sit down and rethink some of the naming here, and then document the structure.
