tabula doesn't belong in the list?

I went through your list of alternative CSV2RDF tools, which contains tabula. I looked it up and it is described as a PDF to CSV converter so it looks like it doesn't belong to the list. Or is it on purpose to create the CSV input for the other tools in the first place in case you only have PDF input?
