Error with redirection because of the # in the last part of the link url

we are using Send to help non profit organstion to send us confidential data to help them to recover against cyber attack

We are using cloudflare access to protect link
When you upload data in send you automatically created link is like that

https://send.cyberpeaceinstitute.org/download/0968fb48c9ab6167/#qti-f3EPyFdNksg8dASTvQ

Every link ware with send is structured the same and have # at the end

and cloudflare consider it as a anchor link and cut it
Is there any way to change to way the url is created and remove this #
