Assumption
- The data comprising the contract for executing a road work is available with the ULB. Proposed Solution
- Each road asset will be geo fenced.
- If a citizen finds a pot hole or a cut in the road – all he needs to do is take a photograph of the site from his smart phone capturing the geo tag of his location and send a request to get information on the current road.
- If the geo tag of the location falls under any of the geo fenced road then application will send the information about the number of road relay done on this road , when was the last relay done , what’s the cost of the project , Contractor who executed it, whether the defect liability period of the project is over.
- If the project is under DLP then citizen can file a complaint with this photograph asking the contractor to patch it up or relay depending upon the nature of damage. Copy of complaint will be sent to the ULB engineers and when the road is restored update the citizen.
- If the Project is not under DLP, then citizen can send a request to ULB engineers to relay the road.
- This way ULB will have information about the number of complaints registered for an asset and if it is skewed against a particular contractor they can take necessary actions against him.
Advantages
- Ensuring better maintenance of the road. It’s the responsibility of the contractor to maintain the road till DLP is over.
- Engineers job to do a frequent check on the quality of the road, now we are engaging citizens to do this job.
- Transparency of information, anyone can get the information about the road relay just by taking a photograph.
- ULB will have information to analyse the quality of road laid by the contractor depending upon the number of complaints registered and patch work done. This data will also help them in selecting the bidder in future tenders.
- This will eliminate the need to frequent relay of road by the ULB in turn saving huge amount of money which can be used for some other purpose.
Solution can be improved by
- DLP can be increased from 3 years to 5 years
- Payment to the contractor can be staggered across five years by making clause to the work order contract agreement. Staggered payments will also reduce the financial burden on the ULB.
- Sending message to the citizen on the action taken against the contractor for whom frequent complaints were raised.
- Send photograph of the restored road to the citizen who raised the complaint.
- The similar model can be used for maintaining assets like Parks and play fields, street light maintenance and storm water drains.
