The problem is already with installing the dependencies.

ERROR: Ignored the following versions that require a different python version: 0.7 Requires-Python >=3.6, <3.7; 0.8 Requires-Python >=3.6, <3.7
ERROR: Could not find a version that satisfies the requirement dgl==0.9.1 (from versions: 1.1.0, 1.1.1, 1.1.2, 1.1.2.post1, 1.1.3, 2.0.0, 2.1.0, 2.2.0)
ERROR: No matching distribution found for dgl==0.9.1
