[1862] Wrong token removed when company started operating

Two new companies were floated in SR5: Y&N and L&H.
Y&N operated first and tokened L&H's home city.
When L&H came to operate, it's home city was full so one of the tokens had to be removed to let it go. The rule is that the most recent token should be removed i.e. the Y&N token, but instead the program removed the other one (N&E).
I'm pretty sure this used to work properly in the past...
