Change automatic code reviewer

Issue Report

Currently Trevor gets all of the codereviews. This is because the CODEOWNERS file is incorrectly structured to assume a list of owners against a location ANDs them, whereas only the last one is applied. Alphabetically, that meant Trevor.

As Trevor and Chris are inactive, remove them and add future folk on the same line as myself.
