Update the Regions seed with the latest municipalities definition

The dutch municipalities have been modified. There should be a mechanism to migrate Region definitions to the new ones.
Possible issues
- Postal areas need to be related to another municipality
- organisations need to be related to another municipality. This should be a manual proces. This means that older municipality definitions need to remain until a manual migration.
