Amending mattata/telegram-bot-lua license to reflect otouto's code

I've opened this issue to provide discussion between authors of the said code, in order to provide a clean resolution satisfying both parties. Currently mattata/telegram-bot-lua is in a state whereby it has predominantly been re-written, however there still remains "skeleton" code which seems to have been re-licensed inappropriately. Therefore, the point of this is to establish what needs AGPLv3 attribution etc.
