Support per-site "new_page_template_path" overriding the default

I have a "new_page_template_path" defined, and I would like to keep that. But also, for one site, I'd like to define a different file inside of this site's specific preferences and have it override the global file. I tried doing this to see if it works already, but it seems not to.
