Update OpenMinter bootstrap configuration to include broader marketplace control and whitelisting

At the moment, reference OpenMinter contains a global marketplace and the configurable OpenMinter that shipped with 0.7.0 is currently supporting an admin-only marketplace that allows someone to launch an instance and list their tokens for sale.
In this next iteration of the configuration wizard, we wish to:
- Allow multiple users to list to a marketplace based on a malleable whitelist configured by the administrator
- Enable an admin-optional marketplace, i.e. open listing.
