Show strategy error alert on overview page only

Goal

As an investor, I want the strategy error alert to be hidden on strategy sub-nav pages, so that I am not distracted by content that is not relevant to every page.

Acceptance criteria

  1. strategy alert error message no longer displayed on strategy sub-pages
    2.strategy alert error message still shows up on strategy overview page
