GCP CE selected country completely different from end one

Describe the bug

On my google cloud platform account I have made a vpn twice with different virtual machines. however when doing this, on one i selected London europe-west2 and upon finishing this and using the config on my pc the ip was located in Germany europe-west3. I'm not to annoyed about this as its not that bad ping. However, I made one in Canada northamerica-northeast1-c and had the same problem. but not Montreal. Taipei asia-east1-c. This is the complete opposite side of the world I want and rather annyoing since this needed two vm's each time. this is costing me my credit. never had problems on previous gcp accounts.

To Reproduce

Steps to reproduce the behavior:

1. Fire up a vm in the location you want
2. install all dependencies and select the place you want.
3. turn the vpn on and end up on the wrong side of the world to what you want

Expected behavior

for the ip location to be london and montreal respectively.
