update-user not working on hetzner/vultr

We have servers on both hetzner and vultr, when trying to update the users, both have issues, different issues. Server_A on vultr hangs at PLAY [User management] stage and nothing happens thereafter. Server_B on hetzner throws and error and fails at the end.

We have updated the config.cfg file with more users and ran ./algo update-users

It's possible that server_a problem (vultr) is because of the issue I logged here where SSH connection to vultr servers doesn't work: #1925

Server_A issue is resolved on #1925
Server_B problem remains still as an issue... -> Hetzner.
