null stop distances affect Dispatcher display

Now that route stop patterns have null stop distances, no stop distances appear in the 'distance_calculation_inaccurate' issue pages.

One possible approach is just to use the Dispatcher view to find offending RSPs, then debug locally. Hopefully as the distance calc algorithm improves, there will be less and less need to use this tool for debugging these types of issues.
